A 21-story apartment building under construction collapsed in an upscale neighborhood of Nigeria’s largest city, killing at least three people and leaving dozens more missing, officials and witnesses said Monday.

Lagos Police Commissioner Hakeem Odumosu confirmed the deaths but added that three survivors had been pulled from the rubble in Ikoyi by Monday evening. Officials arriving at the scene were confronted with crowds expressing anger that rescue operations had started several hours after the collapse.

Olayemi Bello told The Associated Press that five of his friends were locked in the building and he feared the worst.

Construction worker Eric Tetteh said he and his brother managed to escape. However, he estimated there were more than 100 people in the building when it collapsed into rubble.

Workers said the apartment tower had been under construction for about two years and it was not immediately known what caused the collapse.

However, such incidents are relatively common in Lagos as building code enforcement is poor. Other observers blame the poor work done by private property developers who want to meet the demand for living space in the megacity.
